List of Indian Lift Act For Elevators Lifts And Escalators

The regulation of elevators, lifts, and escalators in India falls primarily under state-specific legislation, as there is no single, central "Indian Lift Act". Only about 11 states and 1 union territories currently have specific Acts or Rules in place. 
The primary national guidelines are provided by the Bureau of Indian Standards (BIS) codes and the National Building Code (NBC). 
Below are some of the key state-wise Lift Acts and Rules:
State-Specific Lift Acts and Rules
  1. Maharashtra: The primary legislation is the Maharashtra Lifts, Escalators and Moving Walks Act, 2017, which revised the older Bombay Lift Act, 1939.
  2. Delhi: Governed by the Delhi Lift Rules, 1942, which were formulated under the parent "The Bombay Lift Act, 1939".
  3. West Bengal: Regulated by the West Bengal Lifts and Escalators Act, 1955 and the more recent West Bengal Lifts, Escalators and Travelators Act, 2019
  4. Tamil Nadu: Governed by the Tamil Nadu Lift and Escalators Act, 1997.
  5. Gujarat: Regulated by the Gujarat Lifts and Escalators Act, 2000 (previously the 2017 Act).
  6. Karnataka: Enforces the Karnataka Lifts, Escalators and Passenger Conveyors Act, 2012.
  7. Kerala: Regulated by the Kerala Lifts and Escalators Act, 2013.
  8. Assam: Regulated by the Assam Lift and Escalators Rules.
  9. Haryana: Follows the Haryana Lifts and Escalators (Amendment) Act 2020.
  10. Himachal Pradesh: Has the Himachal Pradesh Lift and Escalator Rules.
  11. Jharkhand: Operates under the Jharkhand Lift and Escalator Rules.
  12. Uttar Pradesh: Has the Uttar Pradesh Lifts and Escalators Act, 2024.
National Standards and Guidelines
In states without a specific lift act, local authorities typically defer to national standards for safety and compliance. 
National Building Code (NBC) 2016: This code outlines general guidelines and requirements for lifts and escalators in buildings, including mandatory fire and stretcher lifts in high-rise buildings.
Bureau of Indian Standards (BIS): The BIS publishes various standards (e.g., IS 14665, IS 15785, IS 4591) for the design, installation, operation, and maintenance of lifts and escalators to ensure safety. A new comprehensive safety code, IS 17900, is set to replace older codes from December 2025. (Indian Standards (IS): IS 14665 (Parts 1-5) for electric lifts, IS 15785 for MRL lifts, IS 14671 for hydraulic lifts, and IS 17491 for existing lifts (SNEL))

Key Regulatory Requirements

Compliance with these acts and standards requires permits, use of certified contractors, regular inspections (often annual), and maintenance records. 

Common Requirements Across Acts:

Registration: Mandatory registration with state authorities.

Licensing: Only licensed contractors can install/maintain.

Inspection: Periodic checks by competent persons before use, after modifications, and at intervals.

Safety: Adherence to standards like no movement with open doors, emergency lighting, fire safety.

Logbooks: Detailed records of maintenance and testing.

Penalties: Fines and suspension for non-compliance.
